Restarting IIS Admin as the article suggests was not enough. I wish I could explain why this fixed the problem, but I'm completely baffled. until i did this... 1.) Open iis and select the website that is causing the 401 2.) Open the "Authentication" property under the "IIS" header 3.) Click the "Windows Authentication" item One if these days I'll get to the bottom of this.

I moved the NTLM to the top most spot, and BAM that fixed it. FileMon utility is very good. In other words, I only hear people reporting these bizarre behavior when their server is in a domain or was created from some sysprepped/standard "image". Thanks once again.
